They're inserted into carriers or vests and rated by NIJ protection levels (IIA, II, IIIA) based on the calibers they can defeat. Ballistic panels are protective inserts engineered to stop bullets and other projectiles. They come in two main types: soft ballistic panels (flexible, stops handguns) and hard ballistic panels/plates (rigid, stops rifle rounds). Soft ballistic panels are made from aramid fibers or UHMWPE and are used in concealable body armor. Hard panels use ceramic, steel, or polyethylene composites for rifle protection. Soft armor panels are flexible, lightweight, and designed to stop handgun calibers (9mm through .44 Magnum). They're comfortable for all-day wear and easily concealable. Hard armor plates are rigid inserts made from ceramic, steel, or PE that stop rifle rounds like 5.56 and 7.62. Hard plates are heavier and bulkier but offer higher protection levels (III and IV). Many users combine soft panels as a base layer with hard plates for comprehensive protection. Safe Life Defense also offers FRAS®—flexible panels that stop rifle threats while remaining pliable.
Soft armor panels typically provide NIJ Level IIA, II, or IIIA protection. Level IIIA is the highest soft armor rating and stops handgun rounds up to .44 Magnum and shotgun slugs. Safe Life Defense offers Level IIIA panels plus our enhanced IIIA+ panels that also defeat special threats like FN 5.7×28 and provide NIJ Level 1 spike protection. Level IIIA soft armor panels are NIJ-certified to stop the most powerful handgun rounds including .357 SIG, .44 Magnum, and 9mm submachine gun rounds at higher velocities. IIIA is the highest protection level achievable with soft, flexible armor—anything higher requires hard plates. Safe Life Defense IIIA panels also stop 12-gauge shotgun slugs and 00 buckshot. Our IIIA+ Enhanced Multi-Threat panels go beyond standard IIIA by defeating additional threats like Liberty Civil Defense 9mm and FN 5.7×28.
Standard Level IIIA panels meet NIJ requirements for stopping handgun rounds up to .44 Magnum. Safe Life Defense IIIA+ Enhanced Multi-Threat panels exceed this standard by also defeating special threats that can penetrate regular IIIA armor: Liberty Civil Defense 9mm armor-piercing rounds and FN 5.7×28 40gr ammunition. IIIA+ panels also provide NIJ Level 1 spike protection (up to 36 joules) for stab and spike threats. This makes IIIA+ ideal for corrections, security, and high-risk environments.
Soft armor panels work by catching and spreading the energy of a bullet across multiple layers of tightly woven or laminated ballistic fibers. When a bullet strikes, the fibers stretch and deform, absorbing kinetic energy and slowing the projectile. The bullet's force is distributed over a wider area, preventing penetration. They're rated to defeat .223/5.56 NATO and 7.62×39 rifle threats while weighing only about 8 pounds per panel. FRAS provides full torso coverage (not just the 10"x12" area of traditional plates) and can even be worn concealed.
Soft armor panels typically have a 5-year service life from the date of manufacture, which is the NIJ standard warranty period. However, actual lifespan depends on wear, storage conditions, and exposure to UV light, moisture, and chemicals. Panels should be replaced if they show signs of damage, excessive wear, or have been involved in a ballistic incident. Safe Life Defense provides a 5-year manufacturer warranty on all panels. Proper storage (flat, in a cool dry place, away from sunlight) helps maximize panel life.
Yes, reputable soft armor panels should be NIJ (National Institute of Justice) certified, which means they've been independently tested and verified to meet specific ballistic standards. Safe Life Defense panels are tested to NIJ standards including NIJ 0101.06 (IIIA/IIIA+) and the new NIJ 0101.07 (HG2). Yes, soft armor panels are designed to be removable and replaceable. Carriers (the fabric shell you wear) and panels are sold separately by Safe Life Defense, allowing you to upgrade or replace panels without buying a whole new vest. Panels should be replaced if they're damaged, expired (past 5-year warranty), or have been shot. You can also swap panels between carriers for washing.
